Unanimous consent is required for most actions that would drastically change the Appalachian Confederation and have potentially profound effects on all members, including:

• Accepting a new tribe into the Confederation
• Creating a new sodality
• Mobilizing the Rhizome Army of Appalachia
• Creation of a new festival

Unanimous consent requires the approval of each tribe, as conveyed by its Speaker. If there is any dissent, the motion fails.
