A Speaker represents his or her tribe to the Council of the Confederation. Speakers typically are empowered only to convey their tribe's consensus; overstepping these bonds can be grounds for severe punishment, and any votes such a Speaker makes are voided retroactively. Some tribes empower their Speakers to have more power than simply that of a mouthpiece, but this is something that an individual tribe must actively bestow on a Speaker.
